What happens when you try to abandon a quest that you have completed (but not yet accepted the reward for)? Does it allow you to abandon the quest and do it over again?

Yes, you just have to go to the Quest giver to restart the quest again after abandoning it.

Thats the main way to farming Norn Rep points in EotN btw if you are asking about repeating the Path of Revelations mission.

Speedbooking is for those that want to do a few short missions over and over again ( Never doen that myself, but I think that not all professions can do the Speedbooking missions)

Vaetir Farming is nice and good, but for getting Norn points it is slower than the Path of Revelations quest which has the lottery like possibility of zone length Rampage bonuses and rank 4 Norn Blessing combined with the Boss blessing just before the final part where you kill the Aspects. Apart from that, not all professions can farm Vaetirs in HM.

If your looking to max the Norn points on a profession that cant do speedbooks or Vaetir farming, then you are stuck with gaining the points by other methods.

Aaanyhow, I guess the OP has been answered even with this short OT bit. My exmaple was just that, an example for one quest that needs to be abandoned before the reward and retaken multiple times for a goal .
