Short explination. That thread is mostly for research purposes. Normally, you will only find people wanting to buy non-max low req tactics shields (occassionaly a motivation or something but rarely) these are used for PvP to have as high armor as possible with a low spec into the attribute.
So except from certain cases non-max weapons don't sell at all.

Also, the inherent is garbage.
