I have a gold, max, inscribable r9 "Air Wand." I checked this one specifically, and it will dye. (I've also found cases of those Ele wands which, for some reason, would not dye - so your question doesn't surprise me.)

The price is 5k. It's listed on another site, but if you let me know you want it I can shut the listing down there.
