What does 20/10 mean?

Ok, so this is probably an incredibly noobish question, but what does the term "20/10" in reference to a staff mean?
I checked the glossery on both wikis, and neither one contained the term.
Also, could someone possibly post a mixture of such a staff? (I'm a very visual person).

20% chance of half casting time of the spells linked to the staff requirement (e.g. fire, death magic), and 10% chance of half recharge time of all spells.

Heya. 20/10 on staves stands for the inherrent stats (20% global Halves skill recharge and 10% Global halves casting time)
20/20 is the same as 20/10, but with 20% Halves casting time for a specific attribute line (as opposed to all spells). I have one currently on my PC thread (Second item in the list) as you wanted a visual example;

The first number generally refers to percent chance half-cast time.
The second number generally refers to percent chance half-recharge time.
Thus:
a 20/20 set is 20% half-cast / 20% half-recharge.
a 20/10 set is 20% half-cast / 10% half-recharge.
a 40/40 set is ~36% half-cast / ~36% half-recharge. (http://wiki.guildwars.com/wiki/40/40)

20 = HSR 20% (white mod)
10 = HCT 10% (gold mod - inherent or inscription)
On a 20/10-staff, neither of these numbers refer to a staff head or wrapping and usually "non-inscribable" staves are meant.

Every staff (if not merchant food) should have a 20% HSR of all spells, which is found right under the name of the staff when you mouse over.
The 10% HCT of all spells comes either as an inherent mod for staves that drop in Cantha or Prophecies and have no inscription slot or as the inscription "Don't Think Twice" (at maxed level) that can be put on staves that drop in Nightfall, EotN or End Chests and Zaishen Chest and have an inscription slot.
This 10% inherent mod or inscription is very useful when the required attribute for the staff is not a line from which you want to use spells, such as Divine Favor or Soul Reaping.

Or if you are using a mix of PvE skills and/or skills linked to several attributes, and you want the % chance to work with all of them.

So basically, any perfect staff with a HCT 10% inherent modifier (or don't think twice inscrip), right?
