From time to time I find the most interesting stuff in the Secret Lair of Snowmen. This time I found a shield I have absolutely no clue on what it's worth. I know that low requirement shields sometimes have big values. I've tried my best to find an estimate.

When you don't meet the requirement of a 16 armor shield it gets turned back to half of that amount, making 8 armor. So this one would be just as good as a max AL shield of which you don't meet the req.
Therefor I'd say its pretty useless, because people tend to prefer other skins and always have a few atribute points to put somewhere, prefering a shield with at least some requirement.
But perhabs someone finds it fun to have one of these and pay 5-15k for it, but I doubt it. Though I must say I know jack shit, so you better get some other pc's

Well, I'm no expert, but I'd figure as follows:
Since the default armor bonus on a max shield that you don't meet the req for is also 8, it's no better than a max req 13 Ebonhand Aegis with the same mods.
At least from a functional point of view. Maybe collectors will want it anyway.

No ...its utter useless since any shield with a better skin can get a 8 armor if the req is not meet so merch it

It's not useless.
I've sold a few shields with those stats in the past. Most recently, an 8AL no-req Sharktooth for 25k (iirc). I'd say that an Ebonhand would be a bit more unusual since the Sharktooth drops quite often from skales etc on Istan.

its not utter useless, yes you can still not meet the req and have the +8 armor, then whats the difference having a req0 +8 armor shield, the skin isnt that bad either

Agree with Jimbo - if you do not have experience with something you should not just say merch it.
I have sold a few r0 8ar shields for 25k+, some people like the clean look of the stats.
