I need a PC on an old school (non-insc) zodiac staff with the following stats:

q11 smiting prayers
(1/2 recharge smiting spells)
(+5 energy)
(+1 smiting skills / 20%)

It doesnt have inherent halves casting mod on Smiting?

it does, sry mistyped, its 1/2 casting / 20%
