So, basically:
Sundering Tattooed Scimitar of Enchanting
Slashing Dmg: 15-22 (Requires 9 Swordsmanship)
Halves skill recharge of spells (Chance:10%)
Enchantments last 20% longer
Armor Penetration +20% (Chance:19%)

Anyone could tell how much it is worth? Which mods could help the price?

Mods wont help the price cept on few ocasions ...i'd say 10k~ ish...

Agree with AEL. Salvage the enchant mod (2-3k) and sell clean. ~10k.
