I'm fairly certain there is no such thing.
Embercrest Staffs drop only in EotN. The only ones we've seen have been linked to the primary attributes only, except for Mesmer versions which get Inspiration Magic instead of Fast Casting.
Most of the new staff and wand skins from EotN which drop in multiple attributes work this way. (Things like Bone Dragon Staffs and Frog Scepters are exceptions to the rule.)
Staffs: Energy Storage, Divine Favor, Soul Reaping, Inspiration Magic, Spawning Power
Wands: Energy Storage, Divine Favor, Soul Reaping, Domination Magic, Spawning Power
If you really do have an Embercrest Staff that says "11-22 (Requires X Fire Magic)" then it's probably worth a lot because it will be the first one known.
If you're looking to buy such a staff, you may be in for a disappointment. So far, they do not seem to exist at all.

Umm Emee...next time check wiki first..and u'll see they dont drop in Fire Attribute..so they dont exist
