I tend to guess in agreement with the above opinions, that it's basically merch food.
As mentioned, the only characters who could make full use out of a shield with any requirement Strength would be Warriors. And most Warrior builds easily include enough points in Strength to use a max armor shield.
So my guess is that it is, indeed, merch food.
However, I've had people in Kama swear to me that there is indeed a market for 15/7 Str. shields. I don't know these people, so I can't speak to their trustworthiness on this matter. But before you merch it, you might want to try spamming it in game a little, just in case???
I can't say I recall ever seeing any buy ads here or in game for 15/7 Str shields, but maybe there's some niche market we're not aware of?
I don't want to get your hopes up, as I do suspect it's merch food, too. But if you're willing, it might be worth trying to sell. If it does sell, by all means please do edit your OP to leave a note about it!
