I know it's not max damage or anything but what im curious about is the seize the day like inscription, i was going to salvage it out for later use but then it wouldn't let me, only salvage for crafting materials. Now my question because of this, Does that make it an old school?

Its not hard to find that mod on wands. Just because it isn't inscribable, doesn't make it rare.

Yes it's "oldschool" and perfect 2mod, it's practically fully usable for a high set. But if you wanted to sell it you'd have trouble selling for 1-3k so if you can't use then just merch.
