okay, my fps is ALWAYS above 35, but for some odd reason that i do not understand or even know, whenever there is a change in fps (even if for a few frames) the game looks like it had a hiccups or fps lag.
it's like the frame rate is perfectly fine, then suddenly fps drops below 60, and i get like a mini freeze, now that won't bother me if it was less frequent, but this happens 5 times every friggin minute.
which is very weird since anything above 30 fps should run smoothly and unnoticed.
so why am i getting this fps problem?
P.S: my pc not old and it surpasses the recommended requirements by at least 2 times

Are you certain it's a matter of FPS and not GW loading something? Especially in outposts, you can have slowdowns simply since GW needs to load data that it had not anticipated it would need (say, an unexpected armour suit or something).
Also, check your background programs. Possibly one of them could occupy the system resources for a moment.
Apart from that, no ideas here.
