Since there are some skill icons that look like real people. Well honestly, I think alot of the skills are made from just that, real people. Photoshopped or w/e program they use to edit it. Look at None Shall Pass for example, if you take a good look, his pants look like normal pants, with drawed lines over. The chest stuff looks like it's painted over an original picture aswell. And he looks like some bald guy from ANets staff :P Just take a look at the detals, especially the second pics hair O.O

BTW, it's sad that the excellent artwork for the skill icons is so under appreciated. Unless you've seen the larger images, you would have had no idea of the level of creativity involved. And Kudos to the Mila Kunis poster, that was awesome.
