High energy set for paragons?

Is it worth making a High Energy set for a paragon when you want to run builds that use skills like "We Shall Return!" in HM?

in emergencies yes, when you're in a situation where you find out you need that extra energy to pull off some skills/spells.

We shall return is 25e, high energy set gives +30e, which means that switching to a high energy set will always give you enough energy to cast WSR

It's not really needed, your F1=F4 slots are better spent on fast shield/spear swaps and if a party has enough members dead to require a res with WSR,you will have plenty of time to regen energy anyway.

In short: If your party is dying enough to need a high set to fuel Resses,you're doing it wrong.

Keep in mind that the general idea is to switch to your high-energy set only in a situation where you need the extra energy to use some skill(s), but not to "stay" on the set any longer than necessary. So, it comes down, of course, to whether or not you think you need a high-energy set often enough and whether or not you have a weapon slot to spare. (If you're not doing PvP, and don't need/want to carry a whole bunch of various shield-sets, you should have an available slot.)

Myself, I don't carry a high-energy set for my Paragon because it mostly uses Adrenaline (Imbagon, usually).

I find a +20 staff is good enough.

Also, keep in mind that a paragon has only 2 energy regen, and a +30 set gives -2 energy regen (+15 -1, +15 -1). So if you're using such a set, you will have no energy regen while it is equipped.

Insightful, Seize the Day inscription staff provides 30 energy at a cost of -1 energy regeneration without any attribute point investment required. High energy sets are only used during skill activation.

I never encounter "yet" a situation where I am a dire situation where I need to res. all / nearly all my allies in a high-end-PvE area (Urgoz, The Deep,DoA) ..areas where its one wipe and its over.

But It does help to carry something like a high energy staff around, just for those situations...

And what shield/spear sets will a PvE paragon need?
Four different vs type or vs species is an overkill for general PvE. Just follow what MisterB said. Even if there's no dire need to resurrect your whole party, keep in mind WSR is a shout skill, that instantly resurrects at quite decent health. Even if there's just one partymate to resurrect in the middle of a battle, or you're ressing your party after a near-wipe situation, it's just much faster and more convenient that to use typical monk or ritualist res skills.
So, if you take WSR on your tab in PvE, yeah, you will benefit from a +30e staff, just to swap on it, shout WSR and get back to your spear set.
