Well, personally I don't think its a good idea to have Onslaught on a para bar at all. While it seems that it's energy cost isn't much, in the longer run it's a killer since you have to keep on re-applying every 10s. I rather run Soldier Fury with CTT!/LDW! and have the extra adrenaline gain, but I do digress. As a fellow Para user I shall step up to your challenge, I'm not saying these are at all superior nor efficient builds that are cookie-cutter-perfect, just postin' my ideas to give others inspiration.

Well, one thing you may notice immediately is the lack of paragon skills. *sigh I'd go into depth why I left out skills, but we should all know why there aren't, lol. I wanted to get my build to resemble the general outline of the of the OP's build, so i stayed true with a scythe. Damage wise, it can be better, but this is just a mock build so bare with me. When it came to armor I felt as I was naked since I got no shield so I tried to compensate with a small armor boost, and decent HP increase. I wanted to use Eternal Aura to try to knock down two birds with one stone, Great +hp and a cute rez (I guess you can figure why I also threw in Pious Restoration as well ^^). For the sake of any new users on, I'll let you guys know that you should be wielding a Zealous Scythe of Enchanting, with this energy gain should be something you forget about and if you feel really desperate go ahead and fire off Anthem of Flame for an extra little boost+burning.

Yay! I got a shield again. This build suits my own tastes a bit better, but nonetheless it meets the said criteria. It provides modest support with a few niches. Ah! Vicious Attackr+"GftE!" Its like peanut butter to jelly, macaroni to cheese, horseradish to beef (oh wait, is that just me?^^), You got to have them together! Then you got the general melee/caster support with Anthem of Envy and EBSoW, with light glaze of "SYG!" to make the squishies... not so squishy. Oh yeah, I threw in Mystic Twister in there just because I can, and also because, it makes up for one of the para's tragic faults and that is AoE damage!(Holy Spear doesn't count, lol) (Please if there's an Anet out there, please oh, please will you grant me this wish!) Keep in mind that this build isn't supposed to be fluid and omnipotent as the oh-so-great PvX grants with. Again, I'm not saying these are perfect and are no way superior to other builds that I may remain ignorant to. I hope I can spark inspiration other fellow Paragon users, such as our kind patron OP, to step up to the challenge and distribution of ideas and builds!

has crippling, added defense, minor heal, extra damage,interrupt possibilities, and if timed right vow of piety can be constantly maintained

Fun challenge! It's got me thinking about P/D scythe builds again, something I haven't considered since the recent nerf (or was it a buff?). I like the OP's build, though I'd make a couple tweaks.

Gotta be careful not to use too much energy imo, the paragon will not have enough to maintain enchantments like a dervish. Even at 12 wind prayers Onslaught will only last 13 seconds (+2.5s with +20% enchanting scythe) so you need to spend 10 energy every 15 seconds to maintain it. This will use up the paragon's inherent energy regeneration all by itself.
I think this is viable, though clearly not as good as a dervish would be in the same role. Energy will be tight when you start up Vow of Piety, but Onslaught should maintain it 100%. Grenth's Grasp is cheap, does damage, and transfers 2 conditions. Everything else costs adrenaline so you can spam all day. Test of Faith gives enchantment removal and Daze, the other skills are all mass damage.
