I want to get SY by my other chars rather than let my new paragon go through factions first.

Just hit level 20 and talk to the Kurzick Bureaucrat or Luxon Scavenger in your GH. You also need at least rank 1 in the Kurzick or Luxon title track and 3000 faction unspent.

Allegiance rank skills are purchased from the Bureaucrat or Scavenger with the appropriate faction. http://wiki.guildwars.com/wiki/Save_Yourselves
You do not need to unlock it. If you have rank 1 in that allegiance, then simply take the character to the NPC and spend 3k faction.

I'm sure I hit rank 1 on my account and got 25000 factions on acc, shouldn't have problem, thx for the help.
