EOTN and costumes have artifacts

Am I the only one who sees this?

No matter the shader quality or anti-aliasing sampling, EOTN armor (Asura, Norn, Monument, Deldrimor, etc...), as well as various EOTN NPCs and most costumes all have white artifacts around the edges that flicker with the model's movement. Its much more prominent when zoomed out. Everything else is unaffected - its restricted to EOTN and post-EOTN content.

Costumes

You can see it on the warrior with the Monument armor. Everything else renders fine

GFX card is an ATI Radeon Mobility HD 5650, and the driver is "up to date" (meaning, it's not the latest driver release from AMD, but the manufacturer doesn't provide anything more recent).

You're not alone. I switched from NVidia cards to an ATi card in the hopes that this would be fixed. It was not.

Here are my system specs:

AMD Phemon X3 2.10 GHz
ATi Radeon HD 4870 1024 MB
5 GM RAM

Yet, I, like everyone else, have to look at shit ass 2D effects on trees and rocks in the distance.

Let's face it, the game was designed back in the early 2000's. While it was designed very well to look good and run good on older machines around 2005 even back then, that was back then. The engine is stable, solid and impressive, but it's just getting a bit grey around the edges 6 years later.

But the thing is, only newer content is being affected by this. It's not the engine that's responsible, it's most likely their recent method of modeling which is at cause.

Four entirely different machines of mine are all seeing artifacts if anti-aliasing is enabled. Interestingly, disabled AA altogether removes/hides the artifacts, but then you have to bear jagged edges instead, which isn't an improvement.
