10-21 q12 curses plagueborn scepter its +15 energy -1 +10% recharge uninscribable. Any ideas? thanks in advance

i still dont understand why it not being max and the req make it go to the merch the mods are universal and ive never seen a monk wanding a target in ha lol

It's about rarity and also useability. Obviously r7-8 are rarer then others, with caster weapons the req also helps with being useful or not (with martial weapons r13 is actualy better then r7 but meh..). Non max just looks shit + if you'd be using this in PvP you'd just get a PvP-reward with the perfect mods 15/-1 20% and not 15/-10 10%.
