My suggestions are harsh but justified.

1) Majority resign - more than 50% resignation = game over so people can quit with a leecher on their side and so legit players needn't spend 8 minutes dying and respawning in a match that's already lost.

2) Temp ban people who accrue so many dishonor points. Dishonor, evidently, is insufficient on its own. This will also discourage players with dodgy connections from coming in the map and disconnecting or lagging out at the expense of the rest of the team.

3) Fix the goddamn turtle bug.

Didn't read all of it again...

Just have Anet publish on their site that they deleted a bunch of accounts for leeching. Or deleted characters.
Even if it's fake, it will deter people from doing it.

Also, I'll gladly spend 2 hours of my time per week wading through reports and banning people, deleting chars, deleting rank or whatever for free

I didn't read all of your post, but I can imagine all the issues just reading the [b] titles, stuff I hope they fix for the past years.

Talking about arenas here, RA biggest problem is not leechers, ppl leaving whithout a monk, etc. its simply because they are NOT Random Arenas, they are Synchronize Arenas. This has ruined RA for years. Seriously how am I suposed to compete against a pre-made team of a guild full of those shitty combos that still live strongly even after TA got trashed?
RA was my favourite PvP format, because I like arenas very much AND the "random" part makes it extra fun. Now, in 10 matches I get 6 synchronized teams. This sucks, badly. Its even worse than when we had TA.
