Hi guys I was wondering if this would be breaking the EULA. Well when I warn several people in the game that they are breaking the rules... they say they make the game and work for ANET... which they really don't. Isn't just impersonating them against the EULA?

Yep it's against the rules. However some people are just trolling so I suggest you give a small warning first before you go ballistic on the report. If they don't take you seriously, well at least you tried

If someone in-game claims to work for ANet, ask them to show you the GM sign. They can also speak in colored chat.

During my first week of GW play I remember going to the International District of Fort Ranik in Pre Searing and there was a small group of people talking standing around in a circle like thing. One guy shouted at me that I'd be banned if I didn't leave, and he said he was "guild wars mod".
