Because I am not on a computer that has my team builds on it. I'll just summarize that my build is discord/spirit/mesway. And it works like a charm.
Using this build, I have very little patiences in running around vanquishing foes that I cannot find. So I need dual Fall back.
The problem is, I don't know where to put the second fall back. (The first Fall Back is in Razah, the Signet of Ghostly Might Spiritway)
If none of them are attractive to have a second Fall Back, which Hero should I take out so I can put in a Paragon Hero for Incoming/Fallback/IMS skills.

fallback at no spec is 4 seconds (5 health)....... i would at the very least add it to a hero that you plan on having a few other commands on. even at 9 spec it is only 8 seconds (11 health)

In that particular build, I'd either switch on of the discord restos to N/P or the SoS rit to N/P, probably one of the discords. You don't need 3x resto in a team.

I'd also recommend dropping the resto on the channeling rit. I'd spec somewhere between 8-10 in command (whatever you are comfortable with) and then you can put on your other fall back.
Other command recommendations that I think would synergize well with this team set up would be "Stand Your Ground!", "Never Surrender!" (for minions). Anthem of Envy, Anthem of Disruption (for spirits). I've started running the latter set up on a command para hero and am incredibly happy with the results.
P.S. I also have Dzjudz for the Anthem advice for spirits

"Never Surrender!" is a pretty bad skill anyways. If you get hit with enough AoE to warrant it, flag your Heroes back a sec and hit "Fall Back!", it's the same thing and gets your Heroes out of danger.
My Mesmers have my copies of "Fall Back!". I run 4 though (not Discordway, obv). :P
