Well, I believe the Dwarven Title display effect "Stout-Hearted (http://www.guildwiki.org/Stout-Hearted)" should effect Stone Summit as well.
In Prophecies, before we knew anything about the Destroyers, the primary enemy of the Deldrimor Dwarves was the Stone Summit. Now they are, arguably, the Destroyers, but the Stone Summit still impact the Dwarves in many ways. They are found in Slavers' Exile, Vloxen Evacuations, and Fronis Irontoe's Lair. They also play a role in late game prophecies, and are one of the major enemy factions in the game.
It would also be nice to make this useful compared to the other title display bonuses. Norn have high health, Asura have high energy, and the Vanguard has better defense, more adrenaline (awesome for warriors) and high energy for Charr. The Dwarven title has stealing a small amount of health for every skill used against a destroyer. After a Time for Heroes quest, the only place you really fight destroyers is in Glint's Challenge, which was made easy with the recent hero update.
It would hardly improve anything but a small amount of DPS, but what I'd like to see is the Great Dwarf fight against those that betrayed him as well as those trying to destroy him.

Sure. As long as they make it similar to the Ebon Vanguard title, in the fact that it only effects Charr at/above level 20 (this being noted in Ascalon). Basically, that the Stout-Hearted title should only effect Stone-Summit at/above level 20, and prevents easy face-rolling in prophecies for newbs.
While it does certainly make sense lore-wise...
You may have many complaints all over this idea, including:
1. It's unnecessary.
2. ANet is making PvE more unbalanced than it already is.
3. Stone Summit are hardly seen in the EotN campaign, even with the areas you listed.
4. Slaver's Exile QQ? Let's keep it difficult! (I enjoy a good challenge from time-to-time...)
5. Actual use in Prophecies would make Sorrow's Furnace/Grenth's Footprint a little more of a joke than it already is (the easiest dungeon in the game).
6. The advantages that Stout-Hearted already offers is pretty miniscule; does it really matter?
7. What if the Great Dwarf loves all of his kin, regardless of their views/beliefs?

Ok - the slight problem i see even if this was attempted to be put in , from a point of view where vanguard affects charr which charr is a different race totally - how the hell would a dwarf title differentiate between summit dwarves and del dwarves - they are actually same race.Remember the 2 dwarf factions seperated and having it against stone summit wouldnt be viable.
I woudlnt exactly say summit dwarves had a big play in prophs - if you follow correct way of prophs you wont even see summit dwarves till you get to droks and only then its a brief section before you reach ring of fire - the mursaat and white mantle played a bigger part i reckon.

PvE titles should not offer any mechanical benefit, whatsoever.
A player with R7 Norn is strictly better than an R2 Norn player of the same class and skill level. This is a bad thing, and we should not encourage it by making these titles offer even more of an advantage.

Stone Summit are the 'followers' of the Great Destroyer.
Duncan even tried to do the same thing Mallyx did.
