Symbolic Celerity & HCT/HSR question

I was looking at the description for the mesmer spell, Symbolic Celerity. I'm wondering how that impacts the effects of a 40/40 set of non-fast-casting attribute.

Specifically, I was examining the standard Keystone build, which has cross-attributes throughout. If I were using four domination signets, Symbolic Celerity causes them to rely on the Fast Casting attribute for their power... but what about for their HCT/HSR?

Anyone know?

Almost positive that signets do not benefit from a 40/40 set as they on work with spells, not signets.

I remember after an update there was an occasional glitch where signet of pious light would half cast if I had a certain pvp staff with 10/10 half cast mods, but that stopped a while ago.

As above. Signets are not spells so HCT/HSR mods have no effect. If they did though, I would expect you'd need HCT/HSR mods for Domination, not FC.

There is an analagous question here about signet of illusions though.

Now if they'd just fix the connectivity issues, I could go back to playing with my builds instead of just asking about them.
