No. ArenaNet will not increase the level cap. It is higher in GW2 though (80, if memory serves).

The low lvl cap is one of the great advantages GW has. We all get to play the games instead of grinding lvl's. Ok, we grind titles instead but thats our choice.

This rumor originated when the merc heroes came out, and the website stated that any character level 20 "or above" can be turned into one. People speculated that the level cap would be raised in the future, but this is very doubtful. It's way too late in the game, and there'd be absolutely no point.

Raising level caps is a MAJOR game mechanics change. It took forever for the dervish rework, so it can be assumed that there is insufficient resources to rebalance the entire game. Besides, we is Imba enough.

Only way I could see the level cap being raised is by level scaling to the new content being played. New end game content has a cap of level 30. When you play any previous content your level will scale back down to the level of the content.
But I seriously doubt there will be any level increase. To increase the level cap the content would have to be substantial and Anet has stated no more campaigns or expansions. I doubt that they would be able to make such content with the number of people they have working on GW.

I'm always amused by the way some people think of "levels" as being some sort of fixed quantity like "feet" or "lightyears". So that level 20 is a "low level", for example.
ANet could change the "level cap" very easily - they could simply say that everyone is now "Level 80" and keep all the other stats, like armor, health, damage, etc., the same as they are now. Then the doofuses would be much happier to be level 80 fighting level 90 monsters instead of level 20 fighting level 28 monsters.
(Better yet, just tack a zero on the end and call it "level 200"!! - then you'd be uber powerful - way better than WoW with it's puny 80 levels). /sarcasm
