I believe you have to finish Keiran's scavenger hunt first.
Walk in to Hall of Monuments and walk towards Gwen. Keiran should enter eventually and start a dialouge. Let it finish, then enter Ice Cliff Chasms from EotN outpost and Keiran should be there and he asks for you to collect some things.

After the scavenger hunt, walk back into HoM and wait for Keiran to come in again. There will be a very long dialogue between him and Gwen abotu her birthday, etc. When its done, go to Ice Cliff Chasms and watch the dialouge with Keiran, Captain Langmar, Gwen, and the Ebon Falcons. Then you should be able to continue.

The walkthrough should make it clear:

I hope anyway
Oh... as for Kieran, just check the relevant wiki page. You have to find his bow, go to EoTN blah blah blah.

Click on each item on the wiki, and it will tell you how to acquire it. Here are the pages for each item you need:
http://wiki.guildwars.com/wiki/Votive_Candle_(trophy)
http://wiki.guildwars.com/wiki/Birthday_Cupcake
http://wiki.guildwars.com/wiki/Drake_Kabob
http://wiki.guildwars.com/wiki/Hard_Apple_Cider
The drake kabob is made from a Chunk of Drake Flesh, which you can farm off the drakes in Istan (technically I believe they drop anywhere in Nightfall, but it's easiest to farm in Istan, imo), which you give to Chef Lonbahn in Kamadan.
The Votive Candles are made from Honeycombs, which you can get from various sources: (http://wiki.guildwars.com/wiki/Honeycomb), which you take to Necromancer Munne in Sardelac Sanitarium, where she will make the candles for you (you'll need 6 honeycombs to make all 6 candles).
The Hard Apple Cider only drops during Thanksgiving, so you'll have to buy one from a player who saved them from that event (they usually go for ~1k, and you can go to Lion's Arch or Kamadan and put out a WTB)
Birthday Cupcakes are also only available during certain events, so you can either buy one from a player like with the Cider, or you can wait until the 6th birthday celebration, which should be soon.
All of these questions can be answered by checking the wiki, but I thought a little help wouldn't hurt.
Good luck!
EDIT: Also, here is the page for the scavenger hunt itself: http://wiki.guildwars.com/wiki/Thack...scavenger_hunt
Happy questing!

Those above are only for perfect items ^, you can turn in lesser items for a faster prize
Easiest way
Buy 3 dwarven ales at embark
Buy 3 creme brulee in factions
Get quest "Drakes on a plain", run melee solo build, flag koss away, farm that quest for chunk of flesh (Takes 2 minutes)
Buy 6 candles/3 honeycombs

I'm stuck on this part too. I consulted guildwiki to see what I could give him, and so far he has accepted 4 dwarven ales, 3 bowls of skalefin soup, 4 red bean cakes, and 6 votive candles.
But he still acts like I haven't given him anything. I don't know what else to give him because his dialogue hasn't changed and the "quest" doesn't update to tell you anything about how much you have collected or what is needed.
