Merch it, despite the r6 non-max = still merch. And no, this doesn't prove r7/12 drop. The drop table actualy works differently.. you got r 0 6 energy, meaning you got r1-13 to cover for the +1..6's, this means some energy bonuses cover more reqs (as far as I've seen this is the case with r6-7: 11, then r8 can get 12)
