So, it's been quite awhile since I've played Guild Wars.. I've been playing WoW since Nightfall released, and recently decided to come back and finish NF/EotN.
In WoW there are options to display numbers on health bars, and you can see what effects (both good and bad) are present on your target. I can't seem to find a way to enable something similar in GW. As a ranger this was never a problem, but playing a healing paragon its incredibly frustrating.. especially after getting so used to having that information in WoW.
Is there a way to enable such an option? If not, are any mods made for GW that could provide that information? Does GW even allow mods like WoW does?

No, there is no option for this in Guild Wars. You can see the positive/negative effects on your heros if you have their UI open, but thats it.
I believe there was someone working on a texmod edit to display effects, but I'm not sure what ever became of that.

Textmod is the closest thing they support (that is not quite true, they do not officially support the program, but they won't ban you for using it either).
You can change how your UI is displayed in the UI menu. Other then that there is no way to modify your user interface.

A bit off topic; do heroes/henchmen "remember" what enchants/hexes/conds a mob has?

Heroes and hench actually don't remember, they can "see" what buffs/conditions on foes and allies around them. They don't case same enchantments or hexes if they're already present on the target.

Paragons may have an easier job than (say) monks do when it comes to healing -- as a Paragon you really do not need to actively press on a player's health bar to heal, remove a hex/condition. (e.g. most Paragon skills are party-wide or effect allies within earshot.)

@OP it's not possible but it's also not really necessary.
numbers wouldn't make any difference really
if the bar is pink the npc is hexed
if the bar isn't pink but doesn't have the normal appearance then the npc is suffering from a condition
Mostly that's enough info.

To add to the above:
- if the bar is pink/purple, the player/npc/foe is hexed, with degen
- if the bar is dull red, the player is bleeding
- if the bar is sickly green, the player is poisoned or diseased.
- if the bar has a little pink triangle on the end, then the player is hexed.
- if the bar has a little brown triangle at the end, then the player has a condition.
- there's also a little symbol indicating that they are under a weapons spell, but that's not important to a healer.
- if the bar has a little yellow triangle on the end, then the player is enchanted.
- there may be more, but they don't come to mind atm. Theses symbols don't indicate specific hexes or conditions, nor indicate the number of hexes or conditions.

3. Purple/pink>green>faded red in terms of what colour the health bar is. As a visual cue if you see someone with bubbles around their head they are dazed. And a grey chunk at the end of a person's health bar means they have a deep wound.
