Is this pack only give u some slots for new characters.
I know i can create 4 character at beginning.
Then i bought the pack like the $9.99 one.
Then i have 5 slots right?
I'll thought any possible to buy it then get all the hero's skills

I think you're mistaken regarding what Mercenary hero slots do. Essentially, each mercenary slot allows you to make a new hero that looks like one of your existing characters. Apart from this identity, you gain nothing. No new skills are unlocked, no equipment. You start with 0 mercenary hero slots - unless you buy them, you'll only be able to use the regular heroes that you get through playing Nightfall and EotN.
These are separate from Character slots. These allow you to make a slot for a character of your own. You start with 4 and get 2 more per campaign.

Well, yes. The only added function you'll get from the mercenary heroes will be the ability to add more heroes of a specific profession. For example, you could run a full party of mesmers.
To get skills, I do believe Anet offers skill unlock packs, which let your PvP characters use them directly, but for PvE use you'd still need to get tomes or gold to buy them from skill trainers. In other words, regular play.

At least you can have a lot of fun with merc heroes. They take on the appearance of one of your characters at a given moment, sort of like a virtual photo. This include naked or semi-characters. Don't like gloves or shoes? Take them off. Bare chested monk? No problem. They will still have full mercenary armoy that acts just like regular hero armor, even in slots that had no armor. And always max armor.
Names is the second fun part. For example, I created 3 mercenaries named
Undead Sherlock, Undead Watson, Undead Moriarty.
Those names are probably still available as character names, as I just temporary had them on a pvp character, only to be deleted after registering them as mercs.

I know it says they take on the appearance of armor and costumes - never thought of it being like a virtual photo.
You learn something new every day - tho i bet it was a 13yr old who probably first made 7 semi-nude heros and probably screenshot them as well lol.

A little off topic but still a merc question. If I were to register a character for being a merc then afterwards deleted said character, would that also remove the character as being a merc or would the merc still be there? I have yet to buy merc slots and was wondering if It would be beneficial to buy more character slots as well.

you keep your mercs. Like I said, see them as a "virtual photo".. meaning that they take on the appearance of the original character, after that they're entirely independent. You can delete the original character, change it armor etc without it affecting the merc.
About "naked" slots, look at this image and you can see. They don't even inherit the same armor, only their appearance. As you can see on this picture, they have max armor slots even for naked areas.
Found another previous screenshot to illustrate the first point. All these heroes have unique names, created from a single PvP character. Not saying it would be effective to bring 7 Borat's SF-eles into battle though, it was just for fun. They do random quotes as well, as you can see.
