Well I managed to do it 2 hours ago 
Fortunately I was lucky enough to find people there when I used the scroll, it was me + 3 people and the rest were heroes. So you don't need to have lots of peopel to do it, but be aware that it takes some time with a smaller group, it took us 1h and 45 minutes to complete it.
My advice is if you don't have enough friends or guildies willing to do it with you, just buy a scroll and stay at outpost until some people join the area and ask them to join their group ^^
