The link below is to relativedata.com's Time Zone Master program. As described, it covers all the current time zone laws for over 200 countries and 45,000 cities. It also has some other toys included.

wonder if anet could make use of it - they still insist that 12 pst is -7 gmt when its -8 gmt for the summer.

Make sure to read their Tricks and Tips for this program.
This is a great website whose offerings are very highend. I've been using their My Stars! astronomy program for years.

Pacific Standard Time isn't used in the summer in the states. We switch to Pacific Daylight Time PDT. PST is gmt-7, PDT is gmt-8.

Double Luxon and Kurzick title points -- 20 May 2011
Starting at Noon Pacific (-7 GMT) this Friday, you will receive double points for exchanging 5,000 faction for Jadeite or Amber, for exchanging 3,000 faction for an alliance skill, and for transferring 5,000 faction to raise your alliance's reputation. This bonus will last through 11:59 PM Pacific (-7 GMT) on Sunday.
And hobbs will agree its wrong - at this moment in time noon pacific isnt -7gmt but -8gmt , the only time thing that anet actually got right was when they weirdly used UTC which at the time was identical to gmt.
So later at noon pacific the actual event will start at 8pm gmt and not the 7pm gmt anet is stating and has stated for a few years incorrectly.
If your in usa then its not a big issue but euro players whose zone are governed by gmt ( gmt +1 , +2 etc ) are also being misinformed.
Most of all big events are always getting players asking "has it started yet" and a huge chunk are gmt players who are there at gmt time and no event - they get called names ( after a few hrs of players asking it does get bad ) , even once i asked if anyone on pacific time could state what time is - i was told to get a watch and read the login announcement.
So in a way you can see where euro players are comming from.

Useful program thanks.
I have my pc clock "vista" set to show 3 time zones as standard.
It would make sense for the game and community to run on one time be it zulu utc gmt or whatever as long as they stick to it and everyone knows the variations concerning their own time zone ie when your countries clock go forward or back.
I usually get caught out with UK vs US when one changes and the other delays before they follow.

suggested many times was to have a way to have a clock thats in reference to gw time - some games do have similar and events are given in that time and players just check that clock against their time - much easier.
Even if anet set ingame clock to their time at least we can benefit from the above - maybe they will do this for gw2 ?

I missed the fact that Relative Data updated the Time Zone Master program, so here is a bump only eight months late. http://www.relativedata.com/
