Dual Elite mob

I was doing today's Wanted and one of the Mesmer mantle mobs had both Crippling Anguish and Energy Surge. I know I didn't imagine it because I didn't change targets and he used each spells twice before we killed him. I had no idea such mobs existed, is this normal?

They're mostly in prophecies (and there's 1-2 in FoW I think) but there's a handful of mobs that have two elites. Think there's a category that lists all of them on wiki
