Shouldn't the reward be changed to imperial faction instead of giving kurz&lux faction?

Yes! Some people might want imperial faction to convert to balthazar faction.

No. That would basically be the system right now.

Instead of giving 5000 Luxon and 5000 Kurzick faction, it should just give 5000 Imperial Faction. That way those of us who don't care about getting a town, or getting Savior titles can just get Balth faction.
