This is frustrating me. I've never done much with the Kurzick/Luxon faction points, and am finally now getting around to wanting to gain and spend them.
My guild is allied with the Kurzicks, and my current faction points are 9,000/27,000 Kurzick and 10,000/32,000 Luxon. If I try and trade in faction at Cavalon, they refuse and call me a Kurzick dog. If I try and trade in faction at House Heltzer, I'm told the services are only for Kurzick allies.
Ideally I'd like to be turning my Kurzick points in to raise the guild's faction, but I don't understand why they're blocking me from doing so.

The NPCs of whichever faction you have higher points in will talk to you; the other side won't. Since you have more Luxon faction you're blocked from dealing with the Kurzick NPCs, unfortunately.
Get your Kurzick points up a bit more... as long as you have over 10k on that side and don't also increase your Luxon points, you'll be able to talk to their NPCs.
Also, it makes sense to only earn points on one side at a time because when you spend your Kurzick points you'll lose the same amount in Luxon, thus wasting the Luxon points you worked to build up.

If you can't turn in the luxon points even though you have more of them than kurzick, then I suspect you have not yet done "befriending the luxons." Since you have the 10000 needed for that quest be sure to grab the reward before using up any faction for either side.

hmmm just checked and the npc from the kurzicks was willing to talk to me even though I had more luxon faction. Which leads me to believe you have not done "befriending the kurzicks" on that character either. So pick up another 1000 kurz points and get the rewards for both befriending quests before turning any in or you will have to regain 10000 points each.
Alternatively, try turning them in using a character which has finished those quests.

I've actually done both "Befriending" quests, so that's not it. I'm working on getting my Kurzick faction higher than Luxon to see if that'll fix things.
It's weird (and more than a little frustrating) that such a grey area would exist, with little to no explanation why in-game apart from random insults from the NPCs. :|

If you want to speak to Kurzick NPCs, you need more Kurz faction than Lux faction at the current time. The same goes for the other way around.
But agreed, maybe the NPCs should explain that, rather than just insult you in their colourful ways haha.

Have you tried talking to the factiom reward npc at your guild hall?
If the luxon won't talk to you either, even though you have higher luxon faction, then there is something else going on that is causing the problem.
Try using another char and see what happens.

You can't use Kurzick factions when Luxon is higher.
If you don't have level 1 Luxon, you can only purchase materials with your Luxon points. You can't contribute 5,000 points yet.

I cant cash in my kurzick points, Im in a kurzick guild and my points are higher then luxon and still i cant cash it in.. whats wrong

Cash in for what? If it's for Kurzick title related skills you need to be rank 1 in the Kurzick title first (and be level 20).

It is not what the total faction you have its what is showing in your faction unspent that counts..
e.g I have 200k in Kurzick points .........unspent faction in kurzick is 9k
unspent Luxon 10k hence you have 1k more in Luxon unspent so you cannot speak to kurzick as Luxon in unspent is more
So just increase your unspent to more than the other and it works
This works for both sides ...so its unspent faction not total
so once you have more unspent you can donate to respective guild or buy from your guilds npc skills ect
