The shield is a top 5 Charr Shield in presearing. I've seen only 2 other charr shields with 12 armor and only 1 other that is dual modded.
The staff is a glitch item from the March 3rd update when post-searing items dropped off of the Vanguard enemies. It is the best pure caster staff I've seen and is ideal for any two profession caster (E/N, N/Mo, etc.).
