I don't think the OP was purposely using a misleading title. He/She probably just doesn't understand what a 20/20 staff is.

MikeGoesPro, I couldn't find one to point you at so you can see the difference, but you can browse through the sell forum or look on wiki.

20/20 is a 20% HSR(all) inherent with a20% HCT inherent which matches with the requirement of the staff
