Can changing the login background to an older one be done by texmod?
If it already exists in a texmod can I get a link?
Could this be done with texmod?

Short answer; No.
Texmod replaces textures but can only do so based on the textures and layout that exist on the screen. So you may be able to replace what's there (might not be easy) but you couldn't say make a new texture fit somewhere else.
