Just an anomaly, happens all the time. Stuff like this isn't worth any more than usual unless it's got a really useful combination, which I can't even think of at the moment. Salvage off the +30hp fortitude mod and sell it for 5k. Then either merch the weapon (if it doesn't break), or try and salvage it for amber.
