I'm pretty sure it could get more than 10-15k..put it in an auction imo

Should not be worth very much because you should be able to find 11 AL with req 3 only.
Blue shields drop with the following AL/req:
16/8
15/7
14/6
13/5
12/4
11/3
etc

Well, shields with very low req are still pretty rare so a few plats would be a fair price imho (maybe something in the 5k-25k range...).
Also, is it inscribable?

50k sounds right, and the fact it is non max for req doesn't really matter for that shield imo. I would be bidding for the skin and mods more than anything.
