Peacekeeper spawn question

I finished prophecies and EotN with my ranger and got the quest of war in Kryta, but why I don't see any peacekeepers in the Kryta areas?

You have to view the 4 dialogues in talmark wilderness, and other various things to be able to access Lion's Arch Keep. Then you can get the bounties from the sign post inside which affects the spawns in Krytan areas. Really hard to explain as there is multiple criteria you must meet.

I think this is one of the changes to war in kryta and its effects.
Before the change i recall seeing new mantle foes in kryta and that was before we had to do the quests to start it.After the change i cant say on as ive not done a wik enabled chr since.
Anet may have changed it as not every player wanted wik enabled as soon as prophs or eotn is complete.

First you should take the quest from Murro in LA. Then you will see the WiK spawns in Kryta.

On the char I finished Prophecies with I have started meeting Peacekeeper groups in Krytan areas even though I haven't yet taken the quest from Murro.
This happened while I was running around trying to tie some loose ends -- specifically the two quests from Fishermen's Village and Galrath's Villainy (the NM version).

If you have completed WiK, then you will see the normal foes once again, unless you have a Wanted bounty in your log.

As a simple rule of thumb, for a vanquish you have to kill whatever is there. If you have quests that change or increase the number of foes, tough luck. On the bright side, there are also quests that do the opposite (decrease the total number).
So yeah, vanquishing Kryta with WiK active is probably not the best idea. Unless you're trying to achieve several things at once (complete quests, cartography, vanquishing).

I really wanna finish Prophecies with another character, but i will NOT do that if that enables White Mantle / Peacekeeper spawns.

I can tell you that I have completed Prophecies, I do not have WiK in my log; FWIW, Murro has the exclamation mark still over his head -- I have talked to him but I have NOT taken the quest.
In spite of not having technically activated WiK, I have run into PK groups in certain Krytan zones (both foes and friendly NPCs). Furthermore, Shadow and Carlotta have joined my group outside ToA and I've also witnessed a NPC dialogue that I'm guessing is part of WiK.
From what I gather, doing Hell's Precipice (A Time For Heroes as well?) will automatically trigger some WiK-related stuff. The only thing that's probably 100% safe is to not complete the final mission in neither Prophecies nor EotN with that character.

One benefit of vanquishing with WiK active is that the white mantle mobs sometimes fight the normal mobs if they run into each other. At least in hard mode, the normal mobs put up a better fight.
