You can? Never knew that... It's just another reason why FA is totally broken and should be avoided at all times (unless you want to annoy other people intenionally), but tanking the turtle being a reason for bans, i'm not sure.

I don't think you can get a ban for that. What exactly are you doing that would be against the EULA? Nothing I can figure.

Ofcourse, you are messing with the game, making it bug, same thing with Slavers bug, you get banned since you are doing something that isnt supposed to happen.

Ever heard about match manipulation? Bugging the NPCs in a match causes an unfair advantage for your team. But as others have said, its debatable if and how Anet would react to such tickets.

You could, VERY THEORETICALLY, make a case if someone were to plant bloodsong or other spirits that serve no purpose at that spot, but I've never seen anyone get punished for laying spirits anywhere in any kind of match.
About 2 months ago (before the imperial faction update) there was some clown ranger who spammed EoE and other self-defeating spirits on the Kurzick side of FA. I would have reported him, but there is no "report for griefing or match fixing" option.
I think outside of GvG and more serious play they'd never enforce something like that.
Besides, you can AoE the spirits from below... so why all the QQ

If you mean aggroing the turtles so they attack you, but can't hit you, and neither can the luxons reach you, then no, they can't ban you for that.
It's no bug, it's no exploit. You are not getting the turtle stuck. It is attacking you, it just can't reach you. It's the same as standing behind a wall. Except this spot is convenient, because the luxons can't reach you either.
If you're talking about some way of actually glitching the turtles so they remain stuck, even when you no longer have aggro, then maybe to probably, yes.

bodyblocking is perfectly acceptable in many areas of pvp (ghost caps) and pve (pullthroughs) so why would this be any different?

It depends on what you are trying to achieve. If you simply tank the turtle, then no harm is done. If you purposely get it stuck somewhere on the map, then that would be a bannable offense.

If the turtle is "stuck" because it wants to attack something it cannot hit, the is not a bug or exploit, its the opposing team taking advantage of terrain.
I the turtle is stuck after it's targets die/leave and it can no longer move or attack, then it is a bug and/or exploit.
