Cantha unids sell for 1k each easily but
It still might be a decent dualmod like +10 vs. stuff and -2 stance/enchanted

If by "nerfed" you mean the stats cannot be replicated on an insc item then sure. These still drop in uninsc form however.
Unid q9 Echo could still fetch 20-25k imo.
I'd personally take the gamble and ID it however, the fact that there is no hp mod by no means renders it worthless.
