Mesmer's recharge time

When I use a particular skill for the Mesmer, the recharge time changes. Sometimes it recharges fast, sometimes slow, even if it's the same skill in the same battle. Is this random or is there a way to keep it consistent?

EDIT: Okay, I'm carrying a weapon that says "Halves skill recharge of spells (Chance: 19%)." That might be it.
