Reaching Vizunah Square (Local Quarter) with a non-Canthan character

Foreign characters can gain access to this outpost after having completed Zen Daijun by tagging along with a local character while they complete the quest Mayhem in the Market - the entrance will otherwise be blocked to foreign characters. - Wiki

Can anyone please tell me if, in order to reach VS (LQ) with a non-Canthan char, do I have to already be in a team with a Canthan when he/she picks up Mayhem in the Market while being in Kaineng Docks, and maybe I have the option to pick up the quest too? Or I can sit in The Marketplace spamming chat looking for a Canthan who already picked Mayhem in the Market, and it doesn't matter if I have the quest or not in order to be able to enter VS?

Basically I'm wondering if I should look for a Canthan in the Marketplace, or maybe I should look for one before he/she leaves Seitung Harbor, and team up from before getting to Kaineng Docks?

Along as the cantha toon has said quest and you join there party once you reach the outpost you will enter with them..

When I ever make characters, I look to see if anyone needs it. Don't be impatient with the person as they may be talking to the NPCs for the quest.

PM me if you need help with getting to local, I always keep that quest.
But since I just ferried one of my alts, I have to redo the quest from beginning (which is fairly fast, just a bit of running and virtually no fighting)

It's also possibly to ferry someone directly to Nahpui Quarters after doing Vizunah square, if the person got Closer to the Stars active. That way you can also skip some middle steps and a lot of afflicted in between as well.
