I know that in lore, Emperor Kisu's successor defeats the factions and unites them but I remember an interview in which it was discussed what may happen if either side won (ex. Luxon's take control of House zu Heltzer or Kurzick's take control of Cavalon).
I did a quick search and found this interview regarding Guild Wars - Factions:

Has this already happened and I just wasn't aware of it or did ANet never intend for them to be able to win?

Originally, only the alliance in control of Cavalon/House zu Heltzer could access The Deep/Urgoz Warren. That is the major benefits that they originally promised. However, those areas were opened up to all players a very long time ago.
While they did say some big things were planned if one faction took over every single outpost on both sides, nothing ever happened. I know that complete control has happened at least once (possibly many many times) and nothing happened.

Im a bit lost with exactly the ops asking - as far as im aware quite a few times i think luxons have been deep in kurz lands and its carried on.
Cantha wise - there are a few outposts in both lands that do not change and are neither held by an alliance , so in a way its possible that these days no side can control 100%.I dont think cavalon or hzh can actually be taken by opposite side (ive never heard of it in 4 yrs) as its "safeguarded" tho could be wrong... dunno
From what i recall years ago from ab - you got in deep to xxx lands and you either held the boundry for days ( stuck in kurz lands ) or the balance of power shifted to neutral lands.
Only thing i do know is - its a bitch when the opposite side to you gains control od areas you want to vq

When you vanquish a Kurzick map owned by Luxon, priest gives you Luxon points, but bonus points from vanquishing (on the last mob) are Kurzicks. So you have to loose some points...

That and if you are the opposing faction you won't be able to res at the shrine unless you bribe the priest. I think, I seem to remember a problem like this happening to me while vq'ing Arborstone.
To answer op's question, there's also the reward of town merchants who give discount prices to anyone in the guild/alliance owning the town. But I've never heard of Kurzicks taking Cavalon or Luxons taking HzH.

Or just kill them to activate the shrine (will grant you faction as well ).

The correct way to do this is not bribing the Priest but killing him and his posse for additional Kurzick faction.

Not having access to the merchant sucks too (bribery or killing won't help, and walking all the way across the map to the one merchant guaranteed to be kurzick is annoying)...
