Yes, you are missing a 2nd mod and therefore it's junk. It might be worth something if it was missing a mod if it was a uber rare skin like, crystaline sword, dwarvern axe, sephis axe, legendary sword etc.

Pretty much the rare skins are from HA or end game chest in UW/FoW etc.

ummm legendary sword + sephis axe is far from an uber rare skin... and what mod could be possibly missing from a sword? you must be mistaken with a shield or wand or something


but shield is merch food..

not to mention inscrib dwarven axes are crap :P but yeah shield is merch food. oh and swords can be missing their inherent mod from fow and uw chests (though incredibly rare, i only know of 3 confirmed cases that i saw in game myself)
