Zaishen Quest Reset Time

As the title implies... I'm wondering what time of day, each day, do the Zaishen quests in Embark Beach and the Great Temple of Balthazar change? Pardon me if it is a stupid question, but I wasn't able to find it via Google or forum searching.

Zaishen Challenge Quests are quests that are given out daily at 16:00 UTC (9:00 AM PDT) at Embark Beach or Great Temple of Balthazar.
