Weapon requirement and inscription

Do all inscribable weapons have a requirement, or is it possible to find, like, a 2-3 damage sword with a inscription slot and no swordsmanship requirement?

Also, what would be for example, the maximum damage on a weapon without a requirement? Ty.

On the above page are collectors on Istan in Nightfall who provide weapons with a requirement of only 1 and an empty Inscription Slot.

Not sure what the maximum damage of a no req weapon is. The bear club is going to be hard to beat.

When Prophecies was new I found random drop a no req bow that was 7-11. Damage +10% hexed foes. Customized and equipped with a vampiric bow string, it at least stings!
