If it is a KD skill WITHOUT a pre-set amount of time listed, then it DOES affect that skill. correct? I think.

Similar to the useless Bloodstained Boots, which "Decrease all corpse-exploitation skills (with a casting time of over 3 seconds) by one second" mish
