so is this now like the rarest things in the game? as no one knows anything about it yeah, theres one copy of the item you want, so its pretty rare. chances are its on an inactive account, so i doubt you'll be able to buy it, even if you know the account its on. there's also always the possibility that it was on an account that got banned, and so doesn't exist.
