Cheapest way is either collector/crafter or with Droknar's keys. Check the table here.

If you can scrounge up 5 Azure Crests for the focus, you'd just need 5k plus materials for the wand. Or, Droks keys go for 8-10k/ea.

atm droks keys go for 10-15k and hard to find(kamadan)
