Hi..fairly new to GW playing about 1 year.
Have a gold staff:
Insightful Dragon Spire Staff of Devotion
halves skill recharge of spells (20%)
Chaos Dmg = 11-22 (Req 11 Inspiration Magic)
Energy+5
Health+45 (enchanted)
Inscription "Strength and Honor"
Dmg+15% (while health above 50%)
Is this rare...and if so... what value??

Fairly safe to merch. Even req9 in that skin goes cheap - 2-4k.
The staff wrap of devotion would be worth a few plat though.
